CORRECTIONS DIVISON 2004
The Sheriff, by statute, is responsible for operating the County Jail.  The Sheriff employs Corrections Officers whose duties entail the care and custody of inmates, including, but not limited to, such activities as:  maintaining a safe and secure environment through facility rules and regulations and disciplinary procedures; transportation to courts, prison, doctor/dentist appointments, appointments with Community Mental Health doctors;inmate recreation, visitation, and commissary.  The Sheriff, also, provides a nurse for medical care and mental health counselors for support programming such as counseling and cognitive behavioral therapy for inmates to assist them in returning to society.

The Jail Division booked approximately 4,643 inmates into the facility and the average daily population was 217 in 2004 (up from 202 in 2003) in a jail with a rated capacity of 170.  Construction of the New Lenawee County Jail began in 2003 and is nearing completion.  The New Lenawee County Jail is scheduled to be completed by January of 2005 with a rated capacity of 287.

The Lenawee County Community Corrections Advisory Board, that includes the Sheriff and representatives from the local criminal justice system, began to receive grant funding in 2003.  Community Corrections seek to find alternative sanctions in lieu of incarceration, which are more effective than incarceration without compromising public safety.  The board through such programs as the Sheriff's Hard Labor Program and day reporting has given local courts alternatives to jail with some cost savings to the County.  Through grant funding, the board has employed a part-time coordinator to oversee Community Corrections.

DETECTIVE BUREAU 2004
SIGNIFICANT INVESTIGATIONS FOR 2004

INCIDENT #1:

During the last year, the Lenawee County Detective Bureau, in conjunction with the Adrian City Police, Michigan State Police Detectives and other township police agencies, have successfully convicted several subjects involved in multiple home invasions.  These home invasions were carried out by several suspects that were part of several different groups of people.  Detectivees are currently working on several more homeinvasions, which warrants are pending for several more subjects.

INCIDENT #2:

In the early A.M. hours, a lone person walked into a gas station armed with a handgun with his face covered, except for his eye area, and asked for money.  The lone suspect left the store without getting any money.  When Detectives were advised of the incident the next day, they contacted the store management for a copy of the surveillance video of the incident.  They were told the system was unable to copy the program at that time.  After several attempts to get the video and being put off by the store management, the video was lost because the system could only store a few days of surveillance video.   Detectives had developed a possible suspect, and were attempting to contact the victim to come in for a line up, when the suspect's photo was published in the paper on an unrelated incident.  Before the line up could be done, the victim came into the Sheriff's Office with the picture in the paper stating that this photo from the paper was the person who tried to rob her that night.  The suspect was charged with armed robbery and is awaiting trial.

INCIDENT #3:

In January 2005, due to an increase in Identity Theft cases being handled by this department, the Detective Bureau started a program called Fraud Fighters.  This program consists of a representative from each of the local financial institutions and each local law enforcement agency, including the Michigan Attorney General's Office.  At this time, the Detective Bureau is meeting monthly to combat this problem with Fraud Fighter members.  An e-mail broadcast system is set up and information is shared and forwarded to all Fraud Fighter members on a daily basis as information presents itself.

DIVE TEAM FOR 2004
The Lenawee County Sheriff's Office Dive Team started it's 2004 season with an ice dive at Devils Lake.  This training was a joint training with Addison Fire Department and Cambridge Fire Department, in which the fire departments learned to assist the dive team, and the dive team worked with the fire departments' ice rescue equipment.

In May, the dive team hosted Dive Rescue International's, Dive Rescue I.  Dive Rescue International is considered the industry standard in Public Safety Diver training.  The dive team had only one new member to put through the class.  The Lenawee County Sheriff's Office Dive Team is now 100% dive rescue certified.  Later in the fall, the dive team was scheduled to host Dive Rescue International's Underwater Crime Scene Tech II.

Spring started the year's open water training season.  Divers continued to train within the waters of Lenawee County, and worked in cooperation with the local fire department teams.

In September, the dive team hosted Dive Rescue International's Underwater Crime Scene Tech II.  This course taught divers how to process an underwater crime scene.  Our divers can lift latent fingerprints, photograph, measure, and remove trace evidence such as blood and fibers, all from an underwater crime scene.  Lenawee County Sheriff's Office dive team now has (8) team members certified as Underwater Crime Scene Tech II's.
